I checked the Tabs in the database. There were two pages with that name on that level, and one with a different parent page (which is supposed to be there). I deleted the two pages which appear to be in the location I want to create a page. Then I tried again to create the page and the site still told me there was another page on that level.

Next, I deleted the page with the same name which was under a different parent page (so there were no pages on the site with that name), and then started over, creating the two pages with the same name in different locations (as originally intended) and it worked.
