not via the UI - I guess you could do so via some sql (though we generally discourage direct database updates) i.e. set the setting in 1 html module, inspect the ModuleSettings table and then write sql to set that value for all html modules (don't forget to do a tools->recycle application domain to pick up the database changes). Note: I have moved you to trusted status so your posts no longer need moderation
