*******   " I re-opened this ticket and want to tell you that this bug is only found at Windows 2008 r2. It works fine at Windows 2012, IIS8.  *******

Also, we have found way to fix this bug:

edit your dnn web.config, find the <system.webserver><modules> section, add
<modules runAllManagedModulesForAllRequests="true">

------------   Hi Bill -- I've been using Dotnetnuke for years, but am still a Technical Newbie :  My Host did my DNN 7.0.3 "Quick Install', earlier this week -- & I was up all Wednesday night, till around 2:30 PM Thursday, trying to get the Modules to Show, & to be able to Add them -- Ditto for the Edit  Page Tab  --

Part-way through, I began to Google & Search everything I could think-of, including the DNN Videos (which, otherwise, are Very Helpful) -- Youtube, etc, etc -- I finally contacted my Host, to see whether there was some sort of Bug, or Error they might have made, in installing their "Quick Install" Software --

Sometime this afternoon, I finally stumbled on this Workaround, in the Community Section (the same as yours, that I've just seen)  --  http://www.dotnetnuke.com/Resources/Forums/forumid/190/threadid/469106/scope/posts/threadpage/6.aspx  -- & informed my Host.

I tried it , & it did indeed work in Banner Mode -- But around 2AM today, my Host ( SmarterASP.Net ) -- sent me an Update (above) on their own attempts at tracking the problem with the ControlBar  : Lo, & Behold ! --   They Tested DNN7.0.3 on Windows 2008 & 2012 -- &IIS 7x & 8 --  & then went into my "web.config" File  -- & Fixed the Problem  ! -- I can Now See & Use the ControlBar to View & Install Modules, & can Now Edit my Pages --  

(I know a Lot of People Still are experiencing this Frustrating Time Hog, & Can't figure-out, "What's Wrong ?"-- nor do Anything with their New DNN 7.0.3 Site -- The Modules  & Edit Tabs are Clearly there -- but Mysteriously, they just Can't get them to Function) : -- Really thought I should let you Know, as you would be able to also confirm, & save a Lot of People, a Lot of Grief -- (I still see DNN as the Most Far-sighted, State-of-the Art, & Scalable, CMS out there -- but as a Newbie on the Tech side,  I'm beginning to sense that Software Issues may be Par for the Course in this Field -- Very Much Appreciated, Bill -- Thanks for the Countless Hours you must also have put in --

I had the exact same problem and this was the workaround that stopped refresh loop-> 

Workaround that solved this problem for me was: I changed the Control Panel (Host -> Host Settings -> Other Settings) from "Controlbar" to "Ribbonbar".

Re: DNN 7 Beta - Won't go into edit mode 

I just wanted to add that I just installed the Pro Release Candidate (Build 1562) and the edit mode problem with the controlbar is still happening. Clicking on the edit mode button or clicking on add module in the module menu causes a blank popup to appear, show the progress animation for a half second and then disappear before it displays any data.

Also, if windows authentication is enabled on the website in IIS, when the edit button or module menu item is clicked, an authentication popup is displayed by the browser requesting a username and password.
