I haven't tried the module on DNN 9 yet, but it worked fine on DNN 8.
However, you should be able to configure Form and List module to display Links as well (though without live preview of the site)

Thank you Sebastian,
It doesn't look as though the For ansd List is a solution for me.
What I need is a dropdown list of links which I can allow my users to add items to. The items in the list should be able to link to pages, files or offsite URLs.
It worked pretty well with the Links module as a Vertical Dropdown list and users could easily add or remove items, but it seems like it's no longer working well.
So I am looking for an alternative. Let me know if you know of anything with this functionality.

You can see an example on the page linked below. There are three dropdowns on the right side of the page, which are Links modules. But the newer versions do not work for users to add items anymore, so I need a new solution for this.

I have to admit that I never used dropdown mode of Links module.
ATM I am not aware of a module with same features, you might enter data using Links module and utilize DNN Reports module on this data to display a dropdown list.
Form and Linst should also be possible if you are using a custom XSL rendering (using built in HTML to XSL generator.
