Okay, might be an issue with the templates themselves, I'll try to test.

One last thing to keep in mind though, VS2019 changed the "create directory for solution" option, it basically works the opposite of how it was before, so I would encourage double checking the PATH to the PROJECT file to make sure it isn't in the wrong folder /desktopmodules/mvc/modulename/modulename.csproj

If it is /desktopmodules/mvc/modulename/modulename/modulename.csproj it will throw the reference errors.

I just created a new MVC module, the only trick was to make sure that the "Create solution and project in the same directory" option is checked.

When I did that everything worked out properly

I will try to do some VS2019 testing this week on the MVC/SPA templates as well

Will you have any idea if there is any way to add these references? Try to copy the ones I have in the other modules, but it gives me inconveniences due to incompatibility due to the versions

Chris, You're right!

I checked the option "Create solution and project in the same directory" and i can obtain the references DotNetNuke; DotNetNuke.MVC and Microsoft.ApplicationBlocks.Data.

and to think that it was something so simple ... thank you very much for your time!
