I wasn't actually the one testing this, but what my colleague was meaning was people who are not registered on the site at all would have the ability to register for an event.  So anyone in the public could register for an event.

An example where settings are being reset is when you set an image for the event and then go to the bottom to change enrollment settings and choose a role from the dropdown, the image is reset to the first image in the dropdown and not the one you previously chose.
