Hi Glenn

I think if you have to make sure that people can only "book" and view the shifts of the role(s) they are in, you have to control that by 18 different calendars. For those you can can set the edit/view permissions for each of the 18 roles. Then create the 4 fire halls ("edit locations"). You only have to do that once and they are visible in all 18 calendars. If people won't choose a fire hall (location) by themselves, perhaps a moderator can approve the shift bookings and set a fire hall where not selected.

In the master calendar people can only see the bookings of the calendars (roles) they have view/edit permission.
