Yup. I've logged this as a bug but haven't seen any answers to it. I am begining to wonder if my upgrade really completed. Does anyone know what happens if you reapply an upgrade? IE reload the upgrade files to the site and rerun the upgrade?

OK so it appears that several modules and providers  did not properly install during the upgrade. I ran install.aspx with mode set to install resources a couple of times and that took care of this issue.
