Did you accidentally over write your web.config file - or install the new Install version instead of the Upgrade version of dnn.

No I definitely did not update my web.config file. I completely restorted my system, and tested it and all was OK. I then tried the upgrade again and got the same error.

The web.config was updated (I had it open in visual studio and after the upgrade, VS prompted me to say that the web.config had been updated). I checked the connection strings and they were identical. I haven;t found what changed int he web.config file, but it could only have been something from the upgrade.

I thought these DNN upgrades were supposed to be simple :-(
