Upgraded to 7.0 today, profile picture still not working. There is a big red X where it is supposed to be, and the picture URL is [website URL]/profilepic.ashx?userId=7&h=32&w=32

I have solved the "member directory photo not showing" problem with the following changes to:

DesktopModules\MemberDirectory\View.ascx
from:
//profilePicHandler: '<% = DotNetNuke.Common.Globals.UserProfilePicFormattedUrl().Replace("userId", "photoUrl") %>',
to:
profilePicHandler: '<% = DotNetNuke.Common.Globals.UserProfilePicFormattedUrl().Replace("userId", "userId") %>',


DesktopModules/MemberDirectory/scripts/MemberDirectory.js
from:
//return profilePicHandler.replace("{0}", self.PhotoURL()).replace("{1}", h).replace("{2}", w);
to:
return profilePicHandler.replace("{0}", self.UserId().toString()).replace("{1}", h).replace("{2}", w);

It looks like I have the exact same files that are included in the 7.0 install, which are different than yours.
