after downloading DNN upgrade package, right click the file in Windows explorer and enter File Properties. If there is a message near the bottom of the first tab, that this file has been downloaded from the internet and might be dangerous, click the button "unblock" to the right, prior to unzipping the file.

As I have the same problem and tried already many things. I would like to add the following.
When I use WebMatrix their is no problem.
SQL2012 IIS 8 gives no problems.
Having different older sites migrated tfrom 6 to dnn on webserver 2008R2 with IIS7.5 and see no problems ..
Nw installations on DNN 7 on the webserver give the same problem so their must be a change in DNN kit /files. I check also unzip problems and foun nothing wrong.
Even copying the site from WebMarix (wheir everthing works ) gives the problem back on the webserver on 2008R2 with IIS7.5

I am now developing on the local machine but I need to find as solution .

any help is welcome
