DNN Release is 07.01.01 upgraded from 07.00.06.

For Problem in Edit Button and Add module and .... that modules was, Blog_05.00.00, DNNArticle_09.09.01, FormAndList_06.00.04, Forum_05.00.03, etc... but for That Error in Page Management it was for LiveTabs_4.0.7_DNN6_DNN7.

I am not Aware of the Live Tabs module, that is a 3rd Party  module.  But have you done a restart? I think this issue should handle on separate post.

Back to your Drag and drop and edit issue.  To edit a page you have to select the 'Edit Page' Button on the top of the site.  The Setting will be overridden on each load except you enable the 'Stay in Edit Mode' section on the 'Edit Page' Tab.

I have upgraded several sites to DNN 7.1.1 w/o your issue, so I am sure it is not a code issue on DNN.  As you have descript the issue gones after you re upload the dll's from DNN.  This Looks as my descript issue with unblocking a file that is downloaded from the Internet!

DNN Blog 5.0.0 had several known issues with DNN 7.x and is now rewritten and availible as Version 6.0 (looks with a security issue).  DNN Forum also have known issues and is sunseted it is replaced with ActiveForums!

Form and List module is good supported module, and should be worked.  DNN Blog, DNNFnL and Active Forums (on Forum) will be supported on the specific Forum on this site.

DNNArticle qand liveTabs should be better supported from the vendor.  I aspect it could be possible they found this discussion and would be answered your questions.

Does the sites using custom Skins and/or Modules using own jQuery Library ?  If yes this can done issues with DNN 7.1.x instances about this Version was delivered with new jQuery and jQuery UI changes and library.  So use not the jQuery CDN library, use the jQuery library that is shiped with DNN!  Some Skins loads its own library and should then modified to use the jQuery library that was shiped or set in DNN ! 

If you have fixed the Edit Button and Add module with re upload the dlls, then it was an issue on extracting the files about the install or upgrade package was not unblocked before extracting!

Then this don't need any more discussion, if the issue still exist I Need more information about the issue, eg. Event logs that the issue done on DNN instance.
