AFAIK, for the Languages, German, Espanol, Fracaise, Italiano and Nederlands there are core language packs included, you can find on Host/Extensions on the availible extenstion tab.  I think for the modules tey are shiped with the DNN package it included the language pack also.  This means if it is the core Version for DDRMenu, HMTL, Rad Editor and Taxonomy.  AFAIK, the Dark Knight Skin is sunseted. 

So I think the Problem can be on the France Language Pack!

I have suspicions that bits of DNN - especially around upgrades - don't work properly unless you have en-US at least installed.

Hey Guys - Thanks again so much for all your help! We ended up just trying the 7.00.01 upgrade package and it worked! We are going to stick with that for now, then see if we can upgrade from there.

To follow up with your posts, we tried removing and upgrading language packs, to no avail.

Any additional suggestions are definitely welcome. I'm hoping upgrading now from 7.00.01 instead of 6.00.01 will give us more positive results.

Could it be that the Skin or any module you have installed using a own jQuery and/or jQueryUI library?  Please notice DNN 7.1.x comes with new jQuery and jQueryUI library, and this can Need a modification of the Skin and used JavaScripts.

Trying an IISreset or System reboot can solve your file Manager issue on some szenariouses.
