Thanks Sebastian. I appreciate your assistance immensely.
I uploaded and ran that script. With no observable change in the behavior. I am not sure how to proceed at this point.

Your problem sounds like an issue with roles and permissions. I'd check the Roles table in the database for missing values.
Also make sure, AdministratorRoleID and RegisteredUsersID in Portals table point to the proper roles. Both should have been corrected by the script.

We decided to start the upgrades from scratch again to try our luck. We got to 06.02.09 with out any problems.
Then I spotted the error outlined here - https://chayadigital.wordpress.com/20...
That fix was applied and the error stopped showing up.
What is there a list of things I can go through to make sure the jump to 7 goes smoothly? And possibly avoid the common issues.

As it turns out there was an old module that was calling an outdated version of jquery that was causing the conflict. I discovered this by removing each module one at a time and eventually discovered the problem. I sincerely appreciate all the help.
