After the upgrade to 7.3.4, whenever I try to manage settings for any of the host modules (host settings, site mangamenet, etc..) I get a not found error.

After checking the logs:

DotNetNuke.Services.Exceptions.Exceptions - Resource Not Found: - /Default.aspx?tabid=119&ctl=Module&ModuleId=565&ReturnURL=/Default.aspx?tabid=119&portalid=628&portalid=628&popUp=true

At the end of the url there are 2 portalid, If i get rid of one it works, where is the file that handles the url rewrites?, or the one that generates the ReturnURL string?

this sounds strange, do you by accident have two same modules on the same page?

no, the host settings is the only module in the page, aside from a skin menu which contains a banner. Its weird, because if I enable friendly URLs this problem goes away, but I break all the images in most portals.

I am quite sure, that "unfriendly" URL are no longer supported.
You should also use Advanced URL Format (in Web.config, don't ask me, why there is no UI for setting it), old formats are usually not tested by QA team.
You might Need to adopt links in HTML content - but this is a onetime effort, modules like Engage F3 might be helpful to perfom the Migration.
