if you turn on displaying Errors in your browser, do you get any displayed?

This thread is becoming long so I'm resuming this:

I'm on the latest version DNN 7.4.2

I see the error below in the console:
/DesktopModules/InternalServices/API/ModuleService/MoveModule - Failed to load resource: the server responded with a status of 500 (Internal Server Error)

.Net Framework and server upgrades are up to date.

There's nothing recorded in the Event Log.

I tried with the default skin, and removing all modules on the page and adding new ones.

When I switch to controlbar I can't go into edit mode and I get this error in the console:
POST /DesktopModules/internalservices/API/controlbar/ToggleUserMode 500 (Internal Server Error)

I did unblock downloaded upgrade package (in File Properties), prior to unzipping the files contained and the upgrade completed without errors. I have used the same package for some other sites without problem.

The jQuery versions are up to date:
/Resources/libraries/jQuery/01_09_01/jquery.js
/Resources/libraries/jQuery-Migrate/01_02_01/jquery-migrate.js
