When get the below errors I am logged in as host and the only thing odd is that my profile picture next to 'login' is dark grey for awhile. If I then refresh I see my picture again but during this event I see in the event logs on my Windows Server 2012 R2 the following Events:

 I have found that 0x80070006 means that the file cannot be found but when I look in the imagecache it is there. Is this some bug in the DnnImageHandler?

Image handler is new in DNN 8. Did you make sure, you are running on .Net 4.5.1 or later?

Though the error shows .Net 4.0 in the Host Settings it says 4.6 and when I look on the server the binaries are also 4.6. So, yes I am on .Net 4.5.1 or later

I had some strict URL request filtering setup in IIS 8.5 that was a bit too strict. I have turned Request Filtering off until I have found what exactly caused this problem.

It looked like it was solved but it is not. I still get these errors in the event log as soon as somebody adds or updates a profile picture...how knows what is going on?
