Hi. Thanks for all the information. I solved the problem so far after I changed "Maximum Worker Processor" from 30 to 1 in IIS. I think it is because my SessionState mode is in-proc.

Interesting. My setting is at 1. How did you find the solution? Any reason why this was causing the problem?
