Great suggestion!  Make sure that the permissions are applied to the root folder of your site, and are propagated to all child folders and files. 

Windows XP Account:   ASP.Net
Windows Vista Account:  Network Service
Windows 7/Server 2003 & 2008 Account:  ApplicationPoolIdentity or Network Service

This is a permission in Windows.  If you're on a shared hosting plan, these permission settings will be presented to you in your control panel.

I went into the host settngs of my Internet provide and found the IIS permissions. 
My provider had already enabled all the settings. I next found the file permissions and user ASPNET had READ, WRITE, EXECUTE enabled DELETE was not, I did enable it and then I restated the Application Pool Manager and tried to install media 4.0.0 and got the same error as my first post.

I had high hopes that this one was going to work. any other ideas?

Although I am not 100% convinced that this is a permissions problem as the install error messages are usually different in that case, note that the permissions issue would not likely be with the root and child folders of the DotNetNuke installation but rather a lack of permissions for the ASP.Net worker process account on the windows temp directory (%windir%\temp). This directory must be available for writing temporary files to during the part of the installation process when the .zip archive folder, Resources.zip, is extracted from the install package.

It is my understanding that the IIS_WPG group (of which the ASP.Net worker process account should be a member) normally has full permissions on this directory. You would not be able to modify that permission in your hosting account control panel but will need to submit a support ticket or otherwise request support from your hosting provider.

If this is not a permissions problem, I'm not sure what else it could be. When you retried the installation of the Media module did you try to install the same .zip package that you had downloaded or did you download a new package - just in case the first one had become corrupted during download? Also, did you "unblock" the install package that you had downloaded - that is, after downloading it then right click over the downloaded package icon or filename, select "Properties" from the context menu, then click on the "Unblock" button (if any)?

 I want the first thank you for your reply.
 I just downloaded a new copy like to said to do and then I unblocked the file (I did not do this step before). I am sorry to report I still got the same error.
I did open a ticket with my hosting company and I will let you know how that goes.
