But I reached the following conclusion:
- it has to be something related to the machine setup, because I have my web site on a remote server, that is administered by someone else so I have no control over the setup. I have installed a Server 2008 R2 standard as a virtual machine and the news feed works with no problem. It's here that I got stuck.

However I have found the following difference between the 2 servers, the one that is not working has as owner the NT AUTHORITY\IUSR user and the one that is working has as owner the IIS APPPOOL\DefaultAppPool user. I stumbled upon this thread http://stackoverflow.com/questions/2297359/dotnetnuke-news-feeds-rss-module-seems-to-require-hard-coded-authentication that mentioned this issue. Maybe this is the problem. I will see if the people that manage the server that is not working will be able to change the user that has the rights over the DNN root folder.

This may not help you but, my issue has been resolved. My issue is a classic one related to the  proxy server getting in the way. Our servers sit behind a corporate firewall and I can present direct access to any address outside of this firewall without troubles. I'm not sure why but only newsfeeds are being intercepted. I have not had a need to populate the Proxy settings in the Host configuration before now. But that's what I had to do to get the Newsfeeds to work.

I can add something: I had similar problems when trying to load feeds in an Intranet scenario, where access to pages is never allowed to unauthenticated users (AD authentication in my case). As soon as I give access to "unauthenticated users" to the page were the module generating the feed is, I can download feeds.

I then tried to play with permissions, trying to specify a username and password for the feed, but cannot get this to work: neither using valid domain users, nor with an host account. Is anybody successfully using this feature (download of a feed specifying username and password in news module)?

I have finally figured out the problem in my case, the server space provider had not added a rule in the firewall to allow the RSS Feeder to access it's own resource and in the hosts file was not set the line with 127.0.0.1 localhost and 127.0.0.1 mydomain.com. After I have modified this option myself on site with the permission of the server provider everything worked fine
