Thank you to everyone for the help.   I have the file size just under 49MB and the time out set for 600 seconds,  pulled the commas and still cannot upload a file larger than 8MB.   Anything else I should try?

The httpRuntime line also includes a limit to the actual size of the file. DNN installation comes with an 8MB limit. In addition to increasing the time limit you also need to increase the size limit. The parameters are maxRequestLength and requestLengthDiskThreshold. They are in KB.
