Would you mind pasting your "excludedMimeTypes" here? I am not quite sure what to put for the type.
eg. mine is currently:

      <excludedMimeTypes>
        <add type="image/jpeg"/>
        <add type="image/gif"/>
      </excludedMimeTypes>

I added the ones for video but it's still not working... odd - still getting the cookies error on video files (to summarise, the compression stuff fixed the jpeg downloads only)

Hmm - unfortunately that change did not fix the problem.
When I view it in IE I get taken to a blank screen, and when I click on Download in FireFox I get this message:

XML Parsing Error: no element found
Location: http://www.dumbtv.com/DesktopModules/Repository/Downloader.aspx?tabid=420&por=0&mid=1306&file=37

In neither case is the HTTP cookie error written to the error log (there are no messages recorded, but nothing downloads).

Unfortunately this renders the module useless to me if I can't download - any ideas anyone?
