that's a good question to be posed on MSDN for System.Drawing.Imaging.Drawimage method of .Net framework, which is used here.

PS: I just checked out options in current Framwork version which now support PNG, i.e. we might be able to improve the Handler. Please log your enhancement request into the public issue tracker (2nd from top) at support.dotnetnuke.com.

Makethumbnail, or better System.Drawing handles all image formats equal. Regardless of the source format, they are loaded into the internal .Net image format. At the time we wrote the makeThumbNail code  (Net1.1), transparency was not working inside these .Net classes as expected. All we were able to do was to set a background color, which we set to white as default. The output format had no influence, so we set it to JPEG. The code was, beside some bug fixes, never changed.

Thanks for the insite.  I tried to post to the support.dotnetnuke.com site, but was unable to.  Apparently, you have to be a register user to login, and there was no vehicle for registering.
