Hi, I have given this module out to several people now - IT CAN BE USED BUT IS NOT SUPPORTED.  I have included the source code so that people can make any modification they require and to reassure people there is nothing dodgy in the code.

I am maintaining the copyright but allowing anybody to use it.

Thank you for your module.
I'm tring to install it, but I got an error. This is part of the instalation log:

You can not install it like you are used to. It has to be done by hand. If you do not know how to deal with this package leave it uninstalled as it is! - This module is not for beginners.

Security Warning:
Simon's module allows executing SQL statements inside the DNN Database for every page author at any site of any portal. This person would be allowed to query every kind of data, setting data or deleting the database. This should only be allowed for host users.

Thank you for your answer. You right I'm a beginner with dotnetnuke.
And I have some questions about dotnetnuke.
I'm trying to use this system with following requirements:
1. Users manage their web services. For example they put a link to their  web service. It (web service) is hosted on their web site.
2. System checks if web services well formatted (not structural errors). All user have same format of data.
3. Each user has his own web service. Only Superuser can see all web services.

My question is: Is XML module is right place to start? Or should I use other module as a start point?

I will repeat in my own words:

You will have a list of webservices, the list is maintained by your users, each user sees only his own services. Each webservice should share the same interface (=are based on the same wsdl). System checks functionality.

XML module is definitly the wrong place, none of these features are suported by it. I do not know any module that will fullfil your needs, so you might start to write your own module. As a start point I would propose Michael Washingtons introduction and Shauns Starter Kit blog.
