Ok here is a snipit of the web.config file. Note this is the only thing I could locate that delt with BroadcastPolling

  <caching defaultProvider="FileBasedCachingProvider">, right here.  (Located just a few lines above what you posted about polling provider)  Change that to the BroadcastPollingCachingProvider.  By default, file is used.  This is a core bug, it will be fixed.  Not many people have noticed it yet.

I would like to thank you for the timely and prompt response to my problem. You final sugestion has taken care of the issue some of my users were facing.
