I ran into the same problem and "Check if File Exists" was unchecked.  This popped up on one server after I installed some Visual Studio .NET tools, but was not present on other servers.  I restored the broken server from the working servers and the problem persisted.

Upon further investigation, the .AXD files were associated with .NET 1.1 instead of .NET 2.0 like .ASPX files were.  Once I changed the mapping for .AXD files to .NET 2.0 everything works fine again.

I have a similar problem with different behavior....

I have a custom registration page that uses post back, and inherently uses webresource.axd.  If I am logged into DNN, everything works fine.  If I am not logged it I cannot access webresource.  If I view source and copy the url for webresource.axd to my browser I am redirected to my login page.  After I log in the file is accessible.

I already have the IIS settings done and DNN does not compress this file.  I am running DNN 4.4.1, and cannot upgrade the version prior to my next release.  Any thoughts on how to change DNN permissions on webresource.axd?

It Has Just an easy Answer.

MAKE SURE THAT THE SYSTEM TIME IS CORRECT !!!!

I've found it after waisting couple of hours!!!!
