The module menu is not displayed when the Brazilian Portuguese language is enabled.

Sebastian,

After clearing the chache and restarted  the application, the action menu is not displayed.

This issue is occurring only at DNN 5.20, in earlier versions the menu works correctly.

Sebastian,

1) Do not have page names with special characters. Only the original "HOME" page.

2) I applied the workaround  and the problem persists.
