Language Packs vary by covered component - they may be for the core framework (until DNN 5.3: including some default components) and called "core language pack", for a specific module, provider, skin or all components included with a DNN package - unfortunately this feature is broken since 5.0.0.

Starting with content localization in DNN 5.5, DNN differentiates between content language and UI language, which should help an administrator or editor to fill in content, he got delivered from a translator. Since this is a very new feature, it still has a number of issues and currently does not support other localization solutions.
Please be aware of the fundamental difference between core CL and 3rd party ML solution: The core solution creates pages per language, each containing modules for the current language only, while EALO, Apollo and DSLocalizator use single pages for all languages, providing translation of page attributes and requiring multilingual modules. Though the core approach sounds powerful on the first glance, it won't fit, if you need to keep most content synchronized in multiple languages, all module settings need to be for each language and for structured content like a news section, there is no support to keep track of items requiring translation etc.
