*SOLVED*

Once I upgraded to DNN 7.3.2 the multi-language started working.

HOWEVER - the browser on mobile devices does not recognize language so all visits are redirected to english version. Does anyone know how to override this?

are you using mobile redirect, i.e. a dedicated home page for mobile devices?

it looks like mobile redirect interferes, unfortunately it is not easy to turn off completely (MVP Oliver Hine is working on improvements for DNN 7.3.3)
