I found a post, unrelated to my issue but I decided to try something based on what I read there.

I added a simple template containing <a href="[URL]"></a> and found that the URL is using the current alias regardless of the language selected.

This appears to be the problem, but have no idea why.

please check Admin > Site Settings. 2nd tab and make sure, there is one Alias for each language marked as primary (and one primary one without language)

Ok... this kind of works. If the visitor comes in using the Generic URL it works fine, so as long as no one tries to use a language specific url it will be ok. Thanks for the help.
