I found the Category module doesn't display the Category Drop Down List on the edit Tutorial control. The problem occurred because there were deleted Help and Category modules on my page and the remaining Help and Category modules didn’t respond properly.

To fix this problem, I permanently deleted the deleted Help and Category modules on the recycle bin page. I also needed to update the Help module settings because the Category setting referenced a deleted Category module.
