How did you do the upgrade? Just copied the upgrade files over top the DNN install and then let it run the upgrade or did you manually update the web.config? This may be something that needs to be tested and logged with the core so that they can account for it.

 I copied the files over the top and let the upgrade run.  The upgrade guides I was following said to make changes to the new web.config for the SQL connection string, and also mentioned that I needed to confirm that the codesubdirectories section matched the old web.config.

And it was the upgrade version you copied over or the install version (sorry I should have asked that before but it just occurred to me)?

With the latest versions you don't need to worry about the connection strings, etc. Just copy the upgrade version over the current install and it'll take care of the rest. Mitchel Sellers has a great blog on the process.

 It was the 4.9 upgrade.  I saw Mitchel's blog and used that as well as an upgrade guide I found that was posted a year or so ago.

Okay. I'll give a boo tomorrow to see if I can recreate it. I've got a couple of installs that need to be upgraded anyways.
