Hard to say.  If I had to guess I'd say it was a cookie issue on your client.

It is possibly a caching issues on your client PC.  Try clearning your temporary internet files and cookies and try the page again from your staging server.

I had suspected that at first and I had tried cleaning the browser cache and cookies... I even tried browsing to the site on my staging server from other PCs on the network and the problem is identical on all of them. It doesn't work in Firefox, working in IE.

We noticed the same problem after switching the Doctype to XHTML 1.0 Transitional. I've no
idea if there is a workaround - but maybe this information can help you fixing your problem.

Thanks for all your help guys, at least I can take heart in the fact that its a known issue and that I'm not alone. I will try to make changes to my design and will be sure to post here if I hit upon a solution.
