I need to give some users the ability to manage user account and roles on the portal, but I do not want to give them full admin permissions, is there any modules (Preferably free) that can allow this?

It may also be worth putting these questions to Brian at UCanUse as his UserManager recently allowed me to make a page that allowed users to opt in and out of roles in about an hour. 
 Its not a free module but its worth every cent and more.  It also allows you to easily make different registration screens and has a user manager module that I believe will do what you want.  Good support too.
