the hyperlink for the "forgot password?" is underlined and turns red when mouse hovers over.  The hyperlink for the menu is in bold and the background darkens when mouse hovers over.  The hyperlink of the login/register is in bold but does nothing when mouse hovers over.  The hyperlink for the modules truns red and underline when mouse hovers over. etc etc  I can continue... but  you get the picture.

This is very confusing for the user.  How can I get consistency with the hyperlinks???  (A user should be albe to take one quick glance at  my page and know exactly which are the hyperlinks and which are not.)

sure, it is up to your skin, how menu items, links and commands buttons are displayed.
