I checked this a few minutes ago in DNN 4.5.1 and 3.3.7 and it worked fine on both versions. I tested module title and content using FCKeditor and FTB (On 3.3.7). All my tests were fine.

Did you changed the code page in your web.config?

Nope, using the defaults from the installation... It isn't really a big deal though (in the module title), more of an observation.  I'm sure it has something to do with the HtmlDecode/HtmlEncode since a + sign in htmlencode translates to a space.

i think that is URLencode / decode ...

Can you check the encoding type of your pages, that should be UTF-8 (you can check that with the w3 org validator (http://validator.w3.org/)

Yeah, you're right... UrlEncode/Decode would cause that behavior, NOT HtmlEncode/Decode (one of those things I always mix up).  At any rate, it is coming up UTF-8 with the validator...
