Thank you for looking into this!

To check the portal timezone, I ...
login as host or admin
pick site settings from the common tasks at the upper right
expand advanced settings
expand other settings
and the portal timezone was UTC -5

Is there someplace else I'm supposed to change it?

No, I suspected this for myself. As I create the blog for my account the blog settings has a default time zone -8.

Did you try to log on with my account, and what happens then?

Hi HP

If I have the date format in the blog settings include the time, it shifts the time for me in my account even if I set the portal and blog UTC both to -5

If I have the date format exclude the time, it works.

I do want the blog to include the time.
