I can find the file in the config directory, but the install is looking for it in the root.  Here is a copy of the error.

Found the Fix, the user "Network Service" needed to be granted permissions to the DotNetNuke website directory.

You need to ensure that the NETWORK SERVICE account has full permissions to all files and folders within your DotNetNuke installation.
