How can I upload a template for an existing site?  I can't find the link to do it.

Could you explain what you're trying to achieve? You can upload template files through Host > File manager. Then they can be used with the portal wizard (if that's what you're after).

Explain better?  Sure! :)

My new webhost provider set up DotNetNuke for me, and created the base installation of DotNetNuke for me.

They used the built-in DotNetNuke template.

I have a template that I want to use, and I want to apply it to the portal they created for me.  But I can't find where to apply the template to this already existing portal.  I remember being able to do this some versions back.

Ok, I see. The portal wizard used to be in the control panel (upper right corner) but is indeed removed. The new location is under the Admin menu and is called "Site Wizard". You still need to upload the files through host>filemanager though.
