THANK GOD IN HEAVEN! 

I've been searching for this forEVER!!!!!  I knew it would be something simple -  I was completely missing it.

well I spoke too soon. 

I uploaded (as the host)  personal.install.config item, but when  I still go to site wizard all I get to choose from is 'dotnetnuke" template. I've even uploaded all the folders within the "install folder", club.config etc. still nothing. I definately can write to the database,etc.

Pulling my hair out...

I scavenged these template files out of a prior DNN version and placed them in Portals/_default/.  They showed up just fine in the list of templates to choose from in the site wizard:

Club or Organization Site.template
Club or Organization Site.template.resources
Personal Site.template
Personal Site.template.resources
Small Business Site.template
Small Business Site.template.resources

and VOILA! I went back 2 versions and couldn't find them, got them now from build 3.2.2 source... DAVID YOU ARE THE BOMB!!!!!!

would it be inappropriate to tell you I love you? :)

ok, I'm starting to feel like a nut job.

Got those files from old dnn, shoved in portals/_default

went to site wizard.. they were they (yay, right?)

select EVERYTHING I'm supposed to.. and poof , still only the Home and Search Results pages show up.

Am I supposed to create the pages, are will they magically appear?? grrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrr

I THOUGHT a template had the 5 pages created?, Perhaps I don't have the config files in the right place? gawd,,, Dotnetnuke is going to be the death of me....lol.
