There is a date that is displayed right below the menu bar on my website.  Since, I get visitors from all over the world, I need to know exactly how the date works.  Can someone tell me ...

Is the date the date of where the server of my website resides (where my web hosting is located)

or

the date of the user's (client's) computer

or

the date of the logged in user's choosen time zone?

or...

?

From what I can tell it is the system date, plus an offset that is created by setting the portal timezone or the users timezone.

I actually have not gotten it all figured out, because on my host, I have to set the timezone offset to 11 hours different than my actual timezone to get the dates correct.  I am actually going to remove the date from my skin and call it good.

There is a setting called "Portal TimeZone: " that a adminstrator can set a website.  I set mine to a particular time zone yet the date does not reflect the time.  I am quite confused by this.  I just may remove it also.
