how can I uplod new skins for the forum?

Put your new theme (skin) for the forum. \DotNetNuke\DesktopModules\Forum\Themes
then goto Forum Module --> forum administration --> general settings --> theme (dropdown should have your theme)

If you want to change the actual skin for that page, then just do it in page settings after uploading the skins when logged in as the host user.
