Hello, I can see my forum under a superadmin account. However, I cannot seem to access it from standard user roles. What am I missing here. There used to be a red line around the forum, which said "visible by administrators only". But, that is gone now. I believe its' working, but the tab/link is not showing up on the menu bar.

Have a look at the "page" settings for the page that the forum sits on and ensure it's view options are set correctly.

You can follow this way: Forum settings-> set Edit  + view permission to register users
