Here is my problem/challenge.  I am putting together a site which will support Corp. users as well as client users.  Corp. users security will be handled internally.  However I want to have Client owners be able to add users to the site with a set of basic rights that only these types of users could have.  There may be up to 4 or 5 different roles.

The client owners would not have administrative rights except to add/edit/delete users and only the users that are under them.  Hopefully this makes sense.  This site serves all of these users and we are not looking to utilize portals, since Corp.users will have rights to if not all areas then the majority of the area.  While client owner users will only have access to a limited area. 

So with that in mind, I will need to either create a sub-Administrator page (sub-Administrator is my term for the client owners) or find a module that someone has already done that provides this functionality.  I have spent some time searching and as of yet found nothing.  So my question is this has anyone implemented something similar to this or know of a module that exists that already provides this functionality?

Any help would be greatly appreciated.
