Hello

For extra search engine optimisation, the more links to your site the better.

So if I should insert external links from one child site to another, say I have 10 child sites and I add hyperlinks for them all. So child site #1 has 9 external links pointing to it and also pointing to the parent.  Are the links treated as though they are from another site in terms of SEO or are they ignored?

According to posts I have read on web hosting sites, if they are on the same host IP, let alone child sites, then you will find that the value of the links will be much lower than if they were external.

I have also seen it argued that sites whose domains are registered to the same owner will have lower value for inbound links than independent sites. Although that seems a bit far fetched, as it would be easy to get round.

Yes absolutely, you should link each site to all of the others, it will help, even if it only gives a small improvement to your ranking.  There are many things you can do to get a little bit more, and the more you do the more it adds up to a significant gain.
