Is there an applicaple way to set up feeds from a database to an annoucement or RSS feed?

I am not sure what you are asking here. There are several modules in the core and many others not which allow their content to be fed via RSS. This forum, for one, is an example.

An example is:  I have a set list of twenty messages in a table.  As certain triggers happen, I want to feed/ RSS/ Anounce to the user the message from the table.  I don't have any idea how to currently do this

I assume you don't mean database Triggers. This is still a rather open question with minimal details but based on what you have said so far I would consider either writing a custom module (this will allow you to add items to that table, not sure how they are getting in there now) or you can purchase List X or something similar.
