Not sure why.. Its part of some new features of the control panel, my guess is that it has something to do with having edit permissions on the forums module. I'm inclined to think that's a bug...

on second thought: its not a bug, but it's sure something that will raise questions. If you select "view", the forum's action menu will disappear, causing the page to render slightly faster....

Erik, AFAIR it's a known bug, that will be fixed shortly. I think this build was deployed prior to the fix to give a few days performance testing.

Actually, there is a logical explanation... and Erik's explanation of it as a "feature" is actually correct.  However, it is liable to cause some questions.

The mode setting is available to any user who has "EDIT" rights on a page or any module ON a page.  It allows them to essentially HIDE the editing functionality so they can interact with the site as a "normal" user.  This has always been a feature available to Admins & page Editors, but is now also extended to any user explicity supplied EDIT permissions to anything on the page.

So, that said... this has to do with the way the forums module (and other modules) have implemented permissions for the module.  This is not a criticism... it is merely a paradigm adopted BEFORE the core provided the ability for modules to declare more granular permissions.  The forums require a user to belong to a role which has EDIT permissions on the module (other mature modules also follow this paradigm).  That's why the Mode selector is showing up.
