I resolved this on Windows Vista by changing my DotNetNuke Virtual Directory in IIS to an Application.

the solution to this problem on the remote server i am using was to change the directory into an application directory..... After i fixed this problem I began to experience file input/output errors...... Even though the we b server i Use said they supported dotnetnuke it turns out they are afraid to give the perogram file permissions for delete and they ahve stopped supporting it ...... SIGH.............. I am currently in the process of searching for a new web service provider..... good luck
