In the menu system, I'd like to add a link without having to add a page. For example, in the forum module, I have multiple forums. I'd like to make links to the individual forums within the menu system. How do I do that?

Create a new page, then go to Page Settings and at the bottom is an option to link to an external Url.

Use that to link directly to the specific forum.  Even though the page is on your site this will do what you want without a redirect.

Thanks. One last question on a similar note: How do you create a menu item that doesn't link to a page? That is, if you click on it, nothing will happen.

In the Page Settings, check the box that makes it "Disabled".
