First of all, you need to give some information about your system,
My suggestion is;
Install new hardware/software and drivers (if necessary)
Then create a website or virtual directory under IIS, and assign necessary permissions. Copy your DNN portal to website root. Be careful about: Dont move contents because move inherits permissions.
at SQL Server (2000: Enterprise Manager) (2005: SQL Server Management Studio) connect to your account. And you will see an option to attach database. Select *.mdf and *.log files and attach them. (Your db backup and logfile must be copied where SQL Server installed /)

Review your web.config and make neseccary changes if needed.
